What Is Shams Dubai?
Shams Dubai is DEWA's rooftop solar programme, launched to implement Executive Council Resolution No. 46 of 2014, which regulates how solar energy connects to Dubai's power grid (DEWA Shams Dubai page). In DEWA's own words, the initiative "encourages household and building owners to install PV panels to generate electricity, and connect them to DEWA's grid. The electricity is used on site and the surplus is exported to DEWA's network" (DEWA Shams Dubai page).
Technically, Shams Dubai sits under DEWA's Distributed Renewable Resources Generation (DRRG) programme (DEWA Inspection & Testing Guideline v1.0). It's not a niche pilot — as of DEWA's June 2025 update, solar PV systems connected under Shams Dubai had reached a "collective capacity of 725 megawatts (MW), spread across more than 8,430 buildings in Dubai," managed through DEWA's digital platform "Hab Reeh" (DEWA news, June 2025). In 2024 alone, the platform "handled more than 1,700 solar connection requests… a 30% year-on-year increase" (SolarQuarter, 25 June 2025).

The 6-Step DEWA Solar Approval Process
DEWA's own 2020 connection guideline described the process as 4 stages: NOC → Design Approval → Inspection and Connection → Generation (DEWA DRRG Connection Guidelines v2.0, April 2020). The current consumer-facing page restates this as 3 stages and 6 steps: "Stage A: Getting solar permits & connections application; Stage B: Inspection and Connection; Stage C: Generation" (DEWA Connection Process page).
Here's what that looks like in practice.
Step 1: Engage a DEWA-enrolled contractor or consultant
You cannot self-file with DEWA. The process starts with "engaging with contractors or consultants — customers can contact one of DEWA's enrolled consultants or contractors to review the feasibility and get advice on the best solution for the solar PV system in compliance with DEWA's standards" (DEWA Connection Process page). This contractor "will act as your agent" throughout the process (same source).

Step 2: NOC + connection application (now bundled)
Historically, the Solar NOC (No Objection Certificate) was its own separate application, submitted by your contractor to DEWA (DEWA DRRG Connection Guidelines v2.0).
The most important 2026 update: DEWA has since simplified this. Per DEWA's "Getting Solar Permits & Connections" service page: "DEWA has simplified the process of requesting solar permits and connections by bundling the Solar NOC and Solar Connection services into a single application. Contractors/consultants can now submit one application for both services. Upon successful verification, they will receive the approved Solar NOC, design approval and the estimated invoice" (DEWA "Apply for Solar PV Connections"). DEWA has also merged the inspection steps: "DEWA has merged the processes for inspections with and without interconnection into a single request… ensuring a seamless, end-to-end experience with minimal effort" (same source).
In short: what used to be a strictly sequential 4-stage slog is now partly parallel. That's good news for anyone dreading the paperwork.
Step 3: Design approval
Once the Solar NOC is granted, your contractor submits the technical design package for approval. The purpose, per DEWA, is "to carry out the electrical installation work complying with DEWA regulation for electrical installations… and DEWA Standards For Distributed Renewable Resources Generators Connected To The Distribution Network" (DEWA DRRG Connection Guidelines v2.0).
Step 4: Invoice and connection fee — AED 1,500
This is where you learn the cost. Per the DEWA Connection Process page, "upon receiving the solar PV design approval, the assigned consultant or contractor and customer will be provided with an estimate of the applicable connection fee" (DEWA Connection Process page).
The fee itself is clearly stated: "DEWA will charge a one-off connection fee as part of the connection process… This amount is currently set at D 1,500 for each renewable generator, and covers mainly the cost incurred by DEWA for the procurement and installation of the Solar PV generation check meter" (DEWA Shams Dubai FAQ). Importantly, this fee is separate from the application itself, which "is free of charge" (DEWA "Getting Solar Permits & Connections").
Good news for smaller systems: the fee "can also be reduced significantly for small systems (below 10kWp) if no generation check meter is required" (DEWA Shams Dubai FAQ). DEWA's DRRG Connection Conditions v4.1 confirm the mechanism: "For individual projects with capacity below 10 kW, the installation of the PV generation check meter is not mandatory. Customers can opt to waive the installation upon signing the applicable undertaking, and reduced connection fees apply in this case" — though "this option might not be made available by DEWA in areas with high penetration of solar installations" (DEWA DRRG Connection Conditions v4.1, §2.3).
Larger systems pay more: "For systems with an installed capacity of over 400KW, the cost of some dedicated equipment for grid integration might be added to the standard connection fee" (DEWA Connection Process page).
The AED 1,500 figure isn't new — it dates back to the programme's 2015 launch, when pv-tech reported "applicants must foot the AED1,500 (US$400) cost of a smart meter to calculate and verify usage" (pv-tech, March 2015), corroborated at the time by Khaleej Times (Khaleej Times, 25 June 2015). It has remained stable for over a decade.
Step 5: Installation and mechanical completion
Once you've paid the connection fee, DEWA begins its own network preparation and you can start construction: "Once you have paid the connection fee, DEWA will begin the necessary network intervention in order to facilitate the connection process and you can begin the required construction and installation" (DEWA Builder FAQ).
Before any electrical work starts, your contractor must complete a mechanical inspection with the relevant building authority — Dubai Municipality, Trakhees, or Etihad Esco depending on your area: "before you initiate any electrical work, your consultant/Contractor must perform Mechanical Completion with the concerned building Authority… to insure the layout is compliant with all the applicable safety regulations" (DEWA Builder FAQ). Only after that passes can electrical works proceed (DEWA DRRG Connection Guidelines v2.0).
Step 6: Inspection, meter installation, and generation
Once fieldwork is done, your contractor notifies DEWA that the installation is ready for inspection (DEWA Connection Process page). DEWA then supervises tests performed by a Test Engineer appointed by the contractor (DEWA DRRG Connection Guidelines v2.0).
Under 100 kW: "no further tests or inspections are required, so the Final Inspection Report will be prepared by DEWA and Connection Agreement issued" (same source).
100 kW and above: a preliminary authorisation is issued so the applicant can run performance tests first — "For installation above 100 kW, plant perfromance test should previously be completed successfully" (same source).
Once the inspection passes, DEWA installs the meter(s) and the system can be energised: "After the meters have been installed, the RRGP can be energized" (same source). If you have an old electromechanical meter, it gets swapped for a bi-directional smart meter that measures both imported and exported electricity — no change needed if you already have a DEWA smart meter (DEWA Shams Dubai FAQ). Helpfully, the bi-directional tariff meter itself carries no extra cost beyond normal service charges — only the PV generation check meter is billed as part of your AED 1,500 connection fee (DEWA DRRG Connection Conditions v4.1, §2.3).
The Connection Agreement is what starts your clock: "The official production start date and time that will be utilized for Net Metering purposes, is thus the date of the Connection Agreement" (DEWA DRRG Connection Guidelines v2.0). From here, "the customer can generate his or her own electricity using solar energy. The surplus is exported to DEWA grid. DEWA will offset the customer's bill accordingly" (DEWA Connection Process page). Required Documents
Your DEWA-enrolled contractor will handle document submission, but it's worth knowing what's actually required. The "Getting Solar Permits & Connections" application requires, among other items: an affection plan (freehold zones only), module/inverter compliance details if not already on DEWA's approved list, a design assessment input form, load schedules, a single-line diagram, site layout, production estimates (kWp and kWh/year), wiring layout and sizing, and explicit acceptance of the Connection Agreement terms (DEWA service page).
Before the inspection stage, additional documents are needed, including the "Dubai Municipality approved affection Plan," "Building Completion Certificate," "Owner's Passport copy/Trade License copy," an "Authorization letter from the owner to his representative," and — critically — an "Owner's NOC (if tenant application)" (DEWA DRRG Connection Guidelines v2.0, §3.4.2).
Renting your villa or business premises? This is the gotcha most people miss: if you're a tenant, you need your landlord's written NOC before DEWA will process your inspection. Sort this out with your landlord before you commit to a system.
The DEWA-Enrolled Contractor Rule (Non-Negotiable)
This is the single hardest rule in the entire process, and it's worth quoting in full. Per the Shams Dubai FAQ: "Only DEWA enrolled Electrical & DRRG Solar PV Consultants and Contractors are authorised to install, operate and maintain your solar PV system. If you do not rely on an authorised contractor, your system will not be eligible for the grid connection and as such you will not be eligible to benefit from the Net Metering mechanism" (DEWA Shams Dubai FAQ).
In other words: hire a cheap, unenrolled installer, and even a flawless system installation gets you nothing — no grid connection, no net metering, no bill offset. It's binding at the regulatory level too: "Rely on DEWA-enrolled Consultants and Contractors for the design, installation and verification of the Renewable Generator" (DEWA DRRG Connection Conditions v4.1, §2.1). And only enrolled contractors can even file the application in the first place: "Who can submit Getting Solar Permits & Connections Application? — Enrolled Solar Consultant and Contractor only" (DEWA "Getting Solar Permits & Connections").
To become enrolled, a company must hold a standard Dubai trade licence and be accredited for renewable generation installation, then register through DEWA's e-Service portal (DEWA DRRG Connection Guidelines v2.0). DEWA publishes a "List of Enrolled Contractors and Consultants," linked from the official Connection Process page (DEWA Connection Process page) — always check a company against it before signing anything.

How Long Does DEWA Solar Approval Actually Take?
Here's the honest answer: DEWA does not publish an official end-to-end approval SLA. The official service guide for "Getting Solar Permits & Connections" states no delivery timeframe (DEWA "Getting Solar Permits & Connections"). Anyone who tells you a guaranteed number of days is estimating, not quoting DEWA policy.
What DEWA does confirm is installation speed once approvals are in hand: "A small 10 or 20 kW system can be installed within a week, while a larger, commercial or industrial system may take a few (4-8) weeks" (DEWA Shams Dubai FAQ).

Our honest recommendation: budget 4–8 weeks from application to connection for a villa system, and longer for commercial installations, but confirm the current estimate with your enrolled contractor directly — DEWA's own numbers on this are not published.
Trakhees, Free Zones, and Building Permits
If your property sits in a Dubai free-zone area — Palm Jumeirah, JVC villa plots, JAFZA, Discovery Gardens, and similar Trakhees-managed communities — an additional layer applies. DEWA explicitly names Trakhees as a "competent Authority/Entity" for the civil/structural side of your installation: "You will need a Building Permit from the competent Authority/Entity (i.e Dubai Municipality, Trakhees, Etihad Esco etc.) for the civil or structural part of the installation, and a Completion Certificate after the competent Authority has inspected and completed its final checks" (DEWA Shams Dubai FAQ). Free-zone applicants also need an "Affection Plan," specifically flagged as "REQUIRED ONLY IF PROJECT FALLING IN DUBAI FREEZONE AREAS" (DEWA service page).
Critically, the Solar NOC must come before your building permit application, not after: "This Solar NOC is mandatory prior to obtaining a Building Permit from the competent Authority/Entity… and to start construction activities at site" (DEWA DRRG Connection Guidelines v2.0).
Trakhees itself operates under PCFC's general building-permit framework (PCFC Trakhees rules & regulations; PCFC building permit procedure, Rev 03, Jan 2023). We found no Trakhees circular dealing specifically with rooftop solar — only DEWA's general naming of Trakhees as a competent authority and the standard building-permit process apply. If your contractor claims there's a dedicated "Trakhees solar fast-track," ask them to show you the document.
The 1 MW Per-Plot Cap and the New Connection Queue
DEWA's DRRG Connection Conditions v4.1 cap the maximum renewable generation capacity connected at any single plot: "the Maximum Capacity of Renewable Generators connected by the Producer at a certain Plot cannot exceed 1,000 kW" (DEWA DRRG Connection Conditions v4.1, §2.2). This cap is tied to your plot's Total Connected Load, not a flat allowance — DEWA can also impose a lower threshold "should it be justified by technical limitations related to the integration of your PV system into the power distribution grid" (DEWA Shams Dubai FAQ). For most villa owners this cap is irrelevant — it matters far more for commercial and industrial sites (see our dedicated commercial solar guide).
A newer, less-publicised feature of v4.1 is the Annual Connection Cap and connection queue: "The Authority may impose an Annual Connection Cap… Should the Annual Connection Cap set by the Authority be reached for a certain calendar year, DEWA will continue to receive, process and approve connection requests for Renewable Generators. Approved connection requests will be put on hold by the Authority and connected as of the following calendar year, starting with those that received earlier approval (i.e. the connection queue will be managed on a 'first approved, first connected' basis)" (DEWA DRRG Connection Conditions v4.1, §4.1). Whether this cap is actually active for 2026, and at what level, is not published — but the mechanism itself is real and confirmed. The practical implication: applying earlier in the year genuinely helps your position in the queue if a cap is ever triggered.

You're Not Done After Connection: The O&M Obligation
Getting connected isn't the finish line. DEWA requires an ongoing maintenance commitment: "A regular Operation and Maintenance (O&M) Contract has to be provided by the Applicant," and the Producer must confirm "who will be responsible for the O&M" (DEWA DRRG Connection Guidelines v2.0).
This is a binding, ongoing obligation, not a one-time box to tick. Per the current Connection Conditions: you must "have a valid maintenance contract in place with a DEWA-enrolled Electrical and DRRG Solar PV Contractor for performing, at least once every twelve months," a defined set of maintenance activities, and "ensure that all critical maintenance activities (including all repairs and equipment replacements) are performed only by a DEWA-enrolled Electrical and DRRG Solar PV Contractor" (DEWA DRRG Connection Conditions v4.1, §3.3).
Factor an annual maintenance contract into your total cost of ownership from day one — it's not optional, and it must be with another enrolled contractor.
Frequently Missed Details
Fire safety matters more than most people realise. DEWA maintains a dedicated fire-safety document requiring roof-mounted modules to carry "a minimum fire resistance rating Class C" (DEWA "PV on Buildings and Fire Safety"). Structural drawings are also a required design-approval submission (same guideline).
Near an airport? "Some PV system installations might interact with airport activity. In this case a permit or NOC shall be issued from the Civil Aviation Authority of Dubai" (DEWA environmental safety guidance).
Large systems face extra technical gates. Anything over 100 kW needs a performance test before final connection; anything over 400 kW may require a dedicated substation and MV connection review (DEWA DRRG Connection Guidelines v2.0). We cover this in detail in our commercial solar guide.
The Bottom Line
The DEWA solar approval process isn't complicated once you know the sequence — but it is entirely dependent on using a DEWA-enrolled contractor, it comes with a real (if modest) fee, and it runs on a timeline nobody officially guarantees. The 2025/26 bundling of the NOC and connection application is a genuine improvement worth knowing about before you start comparing quotes.
